Gender and Development (GAD) was defined by the Magna Carta of Women ( Republic Act No. 9710 ). The lead agency in the implementation of Magna Carta of Women 9710 is the Department of Health (DOH) through the Health Policy Development and Planning Bureau intends to offer basic information on Gender and Development to guide planners and staff on integrating GAD in policies, programs, and projects1. Gender and Development (GAD) is a development perspective that recognizes the different roles, interests and needs of women and men2. Magna Carta of Women (MCW) is a comprehensive women’s human rights law that seeks to eliminate discrimination through the recognition, protection, fulfillment, and promotion of the rights of Filipino women, especially those belonging in the marginalized sectors of the society and this conveys a framework of rights for women based directly on international law. Under Section 17. Women’s Right to Health. Access to the following services shall be ensured: 1. Maternal care to include pre-and-post natal services 2. Promotion of Breastfeeding 3. Family Planning methods 4. Youth Sexuality Education and Health Services 5. Prevention and management of RTIs, including STDs, HIV and AIDS 6. Prevention and management of reproductive tract cancers 7. Prevention of abortion and management of pregnancy-related complications 8. Comprehensive HS for VAW victims and their children 9. Prevention and management of fertility and sexual dysfunction 10. Care of elderly women 11. Management, treatment, and intervention of mental health problems. Provision of these rights was then attributed in gender mainstreaming. Gender mainstreaming is a strategy for making women’s as well as men’s concerns and experiences an integral dimension of the design, planning, monitoring and evaluation of policies and programs in all political, economic and societal spheres so that women and men benefit equally.
